Repartition threadpool

Use the threadpool to generate the graph weights from all the associated tasks during repartitioning.

Fixes #462 (closed), part of #458 (closed).

This one looks like a keeper. My tests of EAGLE_50 with a top-level grid of 36x36x36 show that the time spent generating the graph weights reduces to 11 sec from 107 (COSMA5 8 nodes 16 threads). That is about half the time spent in the step.
