New upstream version of cycle.h taken from FFTW.

@james' test motivated the quest for a newer version of the cycle counters. It looks like recent ARM chips are now supported.

Even if it does not solve @james' problem it is good to keep up-to-date (2014 in this case...)

Note that this is a merge request as I'd like to see what JENKINS says and for some reasons I can't log into it directly any more.

JENKINS is up and running as normal. I presume you are logging in using your durham email? That has a password set for (which I don't know).

I get the following error message:

Invalid login information. Please try again.

If you are a system administrator and suspect this to be a configuration problem, see the server console output for more details.

I am 99% sure my password is correct but there is no password recovery feature to ensure this.

Don't see any reports in the logs or console. Did you just try this?

The update looks good to me, just switching to GNU extensions for inline and asm in the parts that matter to us. Will accept.
