Fix cooling timestep

Made changes to the 'const lambda' cooling routine. Cooling timestep is limited by 'cooling_timestep_mult' parameter Particle cannot cool by more than half its internal energy in one timestep Particles which are close to the energy floor ignore the cooling timestep.
