Add cpuid for AMD Milan and Genoa CPUs.

Add cpuid patterns for AMD Milan and Genoa chips. Without these will not get znver flags set correctly.

Note will need GCC 13 for Genoa znver4 support.

So far all our tests are limited to using znver2 on Milan, since we build on Rome. This fixes that but note we will need to build on a Milan node to see this. Doubt it matters much, but for completeness...

The Genoa is untested so far, but we have some machines to look at.

Is it worth me compiling the DMO test I was doing on a Milan node and trying again?

No, not with the old ICC, this only applies to GCC and CLANG. Cannot find anything about if ICX uses this, which is what I'm really interested in. Intel do not mention AMD or znver, so either these are removed or just not mentioned!

ICX configures as a clang, so very GCC like, which is also why we may care.

Ah, of course, that's not ICC.

I think this works for icx. So will accept for now.
