Rename the 'COLIBRE' cooling model to 'PS2020'

Rename the 'COLIBRE' cooling model to 'PS2020'. That is a more appropriate name.

The cooling matches this paper exactly and is also not used by the actual COLIBRE team anyway.

Seems like a reasonable thing to do. I don't think we use this information anywhere too even though it is exposed through swiftsimio.
