Non periodic partitions and large numbers of empty cells

Zooms and planetary collisions have non-periodic boundaries, so we need to handle that when partitioning.

Means dropping the assumption that we have 26 edges per vertex.

These also (can) have a large number of empty cells, that maybe only occasionally occupied. These need to be largely ignored in the partitioning.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
