Extra energy for Hydrogen re-ionization

The cooling model in SWIFT-EAGLE does not add extra energy to all the particles when we reach the redshift of re-ionization. This need to be ported from Gadget-EAGLE.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
