Move tic/toc out of SWIFT_DEBUG_TASKS sections, but keep the --enable-task-debugging configure option as that also requires another two fields that we don't otherwise need

Currently ParMETIS is used exclusively when it is available, it is not an error to configure with both METIS and ParMETIS

Add some implicit tasks to walk the tree up and down after the multipole initialisation and before the downpass.

Extract the mesh gravity forces to a separate set of functions. Get the forces directly from the mesh to the gparts. Do not use the tree here.

Re-introduce the 'end_force' function as a task in order for the cooling function to be called at the right place in the time-step.

Made the ghost_in and ghost_out a separate task type to stop the confusion of the ghost being sometimes implicit.

The task plot analysis scripts now also displays the number of particle updates done in that time-step. It also shows the time distribution for pairs sorted by SID.

Removed the 'tight' property of the tasks. Only density pairs need to be tight so we can just use that.
