Fix stars

I found two bugs:

• I was using the sorting, but not for the stellar particle indices. Seems strange that I got the same number of neighbors in EAGLE_6 with optimized and naive interactions.
• stars->h_max was not initialized in the test

I am also checking for inhibited particles in the interaction functions in tools and fix a compilation error
