Add top-level cells offsets in the snapshots for rapid access to subset of particles

We add meta-data about the top-level cells to the snapshots in order for the user to more extract only a subset of the particles. The cell centres are written as well at the counts and offsets for each particle type.

@jborrow what do you think of this design? Would that work for you? Note that is does not yet work over MPI.
