Draft: Parmetis volume weights

When working with zoom like setups, huge domains (by volume) get created, which get allocated very large parts of the FFT mesh, and blow up a huge memory imbalance.

We can put an extra weighting array into metis to also balance work and domain volume to stop some domains becoming run away large.

This is not yet robust, and mostly hard coded.
