Do not reset the delta times for snapshot triggers upon restarting the code

@chaikin or @rmcgibbon when you have time, I'd be interested to know if this fixes the average quantities bug.

This fix seems to work based on my tests. I ran the isolated galaxy example for 100 Myr and dumped a restart half way through. When I did this on master branch the run without restarts gave a different averaged SFR to the one with restarts. With this PR I got the same averaged SFR for the run with and without restarts.

I'm alright with us keeping the name of the output field the same, but can we edit the description in some way so it's easy to tell which runs use the version with the fix, and which versions don't have the fix

Yes, we can. Can you open a MR on the COLIBRE side with the changes you'd like to see to the description?

An update to the description isn't required since you pointed out that we can easily use the values in RecordingTriggers to determine if a snapshot has the bug.
