Use the threadpool in a few more functions

Functions parallelized:

• engine_link_gravity_tasks()
• scheduler_set_unlocks()
• proxy_tags_exchange()

Other changes:

• Removed the zeroing of properties of foreign stars and sinks in engine_allocate_foreign_particles()
• Fixed an incorrect debugging check in the MPI FOF code.
