Issues found by sanitizer

Peter W. Draper requested to merge sanitizer-updates into master

  1. owner is now initialized to -1, so we need to protect that. Could have been causing a wild qid assignment.

  2. when sinks are disabled it is still possible to attempt to enable them. Caused random crashes with unexpected tasks.
