Extra AGN spin jet debugging

This is the same as commit 0c61f8da from the FLAMINGO fork. It deals with the case of BHs reaching negative masses, spin being exactly equal to a ceiling value and calling errors, and finally it introduces an extra parameter - a floor value for jet velocities.
