Draft: Allow METIS repartitioning to include the cell memory use

Allow METIS and ParMETIS repartitioning to include the cell memory use as an additional weight for the vertices of the graph. Experiment for #805.

Somewhat of a failure as particles do not track used memory sufficiently well.
