Implement h_max for the sinks

Loic Hausammann requested to merge sink_space_with_h into sink_cut_off_radius

It is linked to !1149 (merged). I am using the smoothing length defined in the previous merge request in order to define the maximal smoothing length in a cell and start to use it when building the task system.

This is a tiny merge request. If you prefer, you can merge it with !1149 (merged).

This one requires !1149 (merged) before being merged.
