Balance timings

Have the balance when a repartition option is selected and when a repartition option is not selected to report the same value.

Currently these values can be different due to a different start_usertime.

It would be good to know when not running with repartitioning how often the repartitioning would be triggered.

(Unless there is an underlying reason why the starting time is measured differently in each case).
