Bad distribution of particles without METIS

When running the SedovBlast_3D on 4 ranks (./configure), the particles end up on a single rank.

Changing the maximal number of top level cells (4) is enough to fix this.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
