Remove the cooling_restore_tables() from the cooling API

The EAGLE cooling added the function cooling_restore_tables() to re-read the tables. That function had to be added to the other cooling models but they are unused there. That's bad practice. Another solution should be found where the API of EAGLE cooling is not polluting the global space.
