Exit loop early in PAIR

I think this loop https://gitlab.cosma.dur.ac.uk/swift/swiftsim/blob/master/src/runner_doiact_vec.c#L661 and the next one can be avoided entirely in the cases where cell_is_active(ci,e) is 0. Same for the next one with cell cj.

What do you think ?
