Task dumps have fossil tasks from previous steps

In some of the recent dumps we can now see tasks reported that have tic/tocs that are from before the beginning of the current step (reported in the first line). We should re-initialize correctly or avoid dumping these fossil tasks.

Easy to reproduce, just create a task dump, the SodShock works for me.

Just ignoring in the plots for now.
