Timed outputs stuck in last step

After !159 (merged) (timed_outputs) we can get stuck in the final step continually writing snapshots. The best test case for this is ExternalPointMass that runs 16056 steps and then outputs no more console I/O, but continues to write snapshots.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
