Missing Vector Intrinsic Kernel Functions

I am trying to re-base @alepper local_position_cache branch with the latest master branch. However, the kernel_deval_vec function was removed from kernel.h in ce09e653. Should I just merge the old kernel_deval_vec functions into kernel_hydro.h?
