Initialise the entropy floor in the main and print out some information about it in the engine initialisation.

Add a flag to force a STF output after every snapshot. The files then use a differen naming convention.

Added new parameters in the snapshot section to automatically invoke VELOCIraptor every time a snapshot is written.

Count the number of particles in foregin cells that have tasks only. Allocated memory based on that counter. Link the cells recursively based on that counter.

Move tic/toc out of SWIFT_DEBUG_TASKS sections, but keep the --enable-task-debugging configure option as that also requires another two fields that we don't otherwise need
