Do not report the task times when rebuilding after a repartiton. Do so before dumping the task array in engine_repartition()

Hide the atomics into a layer of functions that can be used to update the particles atomically or not in a transparent way

Add an option to disable the use of atomic operations within the tasks and return to the old behaviour. By default atomic operations are allowed in tasks

make sure last_cell_id gets init when using CELL_GRAPH
