Better naming convention for VELOCIraptor-related i/o parameters. Use the correct value for the time of first output in engine_compute_next_stf_time()

Put the checks for i/o dumps into a separate function. Call that function after the 0th step as well.

Make the STF dump follow the same pattern as the other dumps. A drift_all will have to be added one day.

add checks for valid tags when adding send/recv tasks, and used named constants for computing the MPI tag from the cell tag.

Changed the velociraptor interface so that only one type of particle (swift_vel_part) is passed to velociraptor which is then copied into a velociraptor particle. The swift-velociraptor unit conversion factors are now stored in the engine.

These exceed the range of int when processing EAGLE_50 on a single node with the new cell splitting value

Extract the mesh gravity forces to a separate set of functions. Get the forces directly from the mesh to the gparts. Do not use the tree here.
