Add runtime checks that the EAGLE cooling tables have been loaded when trying to computing the temperature or the cooling rate.

Added mechanism to add tracers information to the xparts. Added the EAGLE tracers (max(T) and time of max(T)). Tracers are dumped in snapshots.

Make the parallel-io code also create the Temperature field in the snapshots before trying to write to it.

Correct calculation of the next snapshot output time even in the cases where the next snapshot is the end time or too close to it because of floating-point rounding errors.
