Resolve "Ghost task data race?"

Don't read h into cache when calculating subset density interactions as h is not used in the function and causes a race condition warning in the thread sanitizer.

When done rebuilding, report the number cells and multipoles built as well as the memory required for them.

Removed the function restoring the cooling tables from the public API. Updated the GEAR cooling model to compile with VELOCIraptor.

Clarified the option to read the metal information from the ICs in the EAGLE chemistry model documentation.

If a particle has 0 neighbours, make the EAGLE chemistry model default to the un-smoothed quantities.

Make the EAGLE chemistry interaction functions only compute W and not also dW/dr as it is not required.

Use the threadpool to populate the array of VELOCIraptor particles from the gparts in the interface.

Runs now initialise velociraptor correctly upon restart. When writing the last snapshot, invoke VR if that what asked for in the parameter file.

Minor documentation fixes; now compiles without warnings
