Done by setting ForceChecks:only_at_snapshots to 1.

Note when ForceChecks:only_when_all_active is also set to 1 it will do the
first timestep after the snapshot time where all particles are active.

This can be disabled by setting ForceChecks:only_when_all_active to 0.
