Polls for a file .dump and when found dumps the active tasks and memory (if configured)

Split the star formation task into two parts: The star formation bit and the resorting bit. Move the sf_count communication to just depend on the first one in order to speed things up.

Added communication functions to propagate the new number of star particles after a SF event has occured.

replace the cell's mpi.grav.recv and recv_ti task pointers with the new linked recv pointers. added some utility functions for looking up send/recv tasks of a given subtype in a cell.

Added basic support for black hole particles. Particles can be read in, attached to gpart, integrated forward in time, drifted and written to snapshots.

Also adds new task dumps with basic stats of the tasks and a .h form suitable for inclusion in partition.c

Move tic/toc out of SWIFT_DEBUG_TASKS sections, but keep the --enable-task-debugging configure option as that also requires another two fields that we don't otherwise need
