free tid_active when finished

first try to merge in the scheduler_active stuff from the scheduler_skip branch. currently broken, apparently engine_collect_timestep isn't doing anything.

Now that we are skip 1, that cannot be used to pick out the active tasks for the thread info dumps, use task toc=0 instead

Add debugging checks to make sure all the active tasks are scheduled and that no inactive task is being run.

Stop integer overflow in do_sub test and make sure no particles are considered as a no-op not a trigger.

Fix a trivial scaling bug in the task weights (could also overflow)

Removing duplicate functions to avoid some merge issues for other branches

Master is broken, so back to original for now.

This reverts commit 409531ab.

For cells with large counts this matters

Also make the recursive call to a local fully typed function
